The Animal Control Area Register does not name Broadbeach as an off-leash beach or as a prohibited beach. The off-leash brochure says a dog in a public place is on a leash unless the area is a signed off-leash area, and that some beaches are prohibited. There is no boundary for Broadbeach in the register text. There is no live status.
Unless you are in a designated off leash area, and to maximise public safety, all dogs in a public place must be kept on a leash at all times.
